Can I Install DotNetNuke in my Root Folder?

No, but you can create a meta redirect tag in your index file to forward Website visitors to the correct folder.

An example of a meta redirect is:

<meta http-equiv="refresh" content="1;url=http://www.coolexample.com/secondaryfolder/site_to_forward_to.html">

This example creates a forward after 1 second to http://www.coolexample.com/secondaryfolder/site_to_forward_to.html.
